Lip shortening - what procedure can fix this? (Photo)

My upper lip is very long / saggy and covers my upper teeth completely when speaking. Only my lower teeth are visible when speaking. What procedure can fix this? Some doctors have suggested a Lip Lift, but I fear it will feminize the looks of my lips. I am male.
