Is it possible to treat this scar that is 3 years old? (Photos)

Did BA overseas 3 years back. I was diligent with my wound care, massages, wearing of compression bra etc 6 months in, a hypertrophic scar developed. I continued with the scar gel etc in hopes that it’ll be better. Over the years the scar would itch, and in recent times, the scar has worsened and became keloids. I’m afraid it’s now too late to save it.
