I think you might actually be good candidate for liposuction and fat transfer to the chest. From you photos I'm not convinced the issue is a skin issue. I think it's more of a fat distribution issue. As long as you are exploring options you should add fat transfer to your research. 

I am not certain which particular fat freezing machine you are considering using, but I would only use whatever skin protection that the manufacturer of the machine recommends.  Using a home made skin protection pad could result in damage to your skin.
