Is this normal? Mole was removed a week ago. I've been diligent keeping the area clean, hydrated and covered. Please advise.

It is sort of difficult to see from the picture but I don't see anything flagrant.  You can have some scabbing and/or redness at the site after shaving a mole.  The little red dots you're desribing could simply be small scabs that result after the bleeding stops.  I recommend following up with your provider if there is ever a question.
