I've googled and there are custom combo infraorbital rim implants / cheek implants by who appears to be one surgeon and I don't see much else. Is that too dangerous and experimental for that area? I have extremely flat cheeks from lack of supporting bone there and not much support for my eyes so one is drooping. If this is possible for the under eyes + upper cheek, is it possible to also use fat transfer to fill in middle and lower cheek deficiencies in addition to the implant?

Answer: Infraorbital rim and high cheekbone projection implants
There might be very trace amount of left upper eyelid ptosis or your left eye may be slightly more sunken. However, the asymmetry is mostly due to excess skin and brow ptosis (brow droop) worse on the left. These asymmetries can be improved upon with surgeries and botox.
Thank you for sharing your question and posting your photos. It appears one eyelid is elevated too high which makes the other appear low. This could be related to thyroid disease, so see your pcp for a work up. Fortunately, it’s treatable by an oculoplastic surgeon.
Upneeq will raise the lids in any person as it stimulates Mueller's muscle. To determine if you have ptosis you would need to be examined bean ASOPRS affiliated Oculoplastic surgeon without Upneeq on board. Best of luck
