Pretty sure I have a weak chin, would chin fillers be right for me?

I'm pretty sure I have a weak chin, but also wasn't sure if I just had fat under my chin (when I was younger I had to take steroids for health conditions and after that I gained a lot of fat around the face). So, I was also considering neck liposuction, but wasn't sure if that was the right approach. I should also mention if chin fillers work I would then like a permanent solution which I assume would be an implant?

It's too hard to tell from photos whether you have a lot of fat around your neck/chin. Usually when you gain weight from steroids, it goes away once you are off the steroids. To me, the most obvious/apparent issue is the smaller jaw; addressing that alone will automatically improve your neck/jawline.

We have seen some dramatic profile improvements with large chin implants combined with neck liposuction in the right people. Based on your profile photo, I would not recommend chin fillers. At least from the photo provided, there is a disharmony between the projections of the nose, lips and chin in profile and an HA filler chin augmentation would help to increase chin projection and create better proportionality between chin, lips and nose . 
As to believing that a chin implant would be a permanent solution, the fact is that while the implant itself may be permanent and unchanged, you must keep in mind that every few years, as we age, there are changes in the underlying bone, muscle and fat that all too often necessitate another expensive surgery (with its consequent post-surgical downtime, as well as risks for scarring and infection) to remove the previous implant and replace it with a new implant. Now, compare that with simply returning for additional filler chin augmentation--a procedure that in the hands of an experienced, board certified cosmetic dermatologist filler expert, takes about ten minutes to perform, typically yields immediate results, and engenders little to no significant post-treatment downtime. Hello Lawrence.  Thank you for the question and picture.   Yes, you have a small chin.  There are basically 3 options.   
The most aggressive would be to advance your jawbone. This is what would give you the best results.  For this you would need to see an Orthognathic surgeon.    
The second would be a chin implant. 
The third would be filler.   Filler is nice because there is no surgery involved.  Most fillers are temporary, however, there is one which is permanent.   If you choose the filler option, the permanent one would be my choice
