Looking at your pictures, I can see what you're describing, however it it very very minor.This could be ptosis which is very common as we get older, it could also be that one eyebrow is more overactive than another.If you've had any anti-wrinkle treatments this could also be a sign that they are wearing off. Alternatively, you can use Botox to re-lift this. My advice would be to speak to you GP if this develops further

Based on that photo, you do not - canthal tilt is simply looking at whether the lateral (outside) canthus (corner of the eye) is positioned higher or lower vs the medial (inside) canthus. For a negative tilt, it would be positioned lower, creating an unattractive "sad clown" appearance.
