My laser therapist left me with hypopigmentation and birthmark was not removed. Will it respond to another laser treatment?

The hypopigmentation was more likely caused by the laser technician applying the laser on light pink skin that was not healed after the first laser session. The settings were higher than the patch test settings and it looked blue/ red after laser treatment like a burn mark. The brown pigment of the jagged medium sized birthmark was not removed. Is it still possible to have another laser technician remove the pigment and should I see a Doctor instead of a laser technician for this?
