You are quite young to have eyelid surgery (Blepharoplasty) done. However, you do seem to have excess skin creasing over in your upper eyelids and could benefit from a conservative skin excision. You don't need any fat pads excised. For optimal outcome, please consult a fully qualified plastic surgeon, who has specialist qualification in plastic surgery 'FRCS Plast' after having being trained adequately in the field of plastic surgery, is registered on the 'Specialist register for Plastic surgery' with the General Medical Council and has been considered competent enough to be a member of the 'BAPRAS' (British Association of Plastic Reconstructive and Aesthetic Surgeons) and 'BAAPS' (British Association of Aesthetic Plastic Surgeons) at the least.
For significant improvement, hooded eyelids require surgery if there is enough skin. For nonsurgical treatments: Radiofrequency (Thermage or Venus Legacy/Viva), injectable fillers, and a Botox brow lift can help contour the eyebrows and lift the eyelid skin. I have been performing the Ten Minute Eyelift, which uses light electrocautery to shrink and contract the excess upper eyelid skin for over a quarter of a century with gratifying results. I have even performed it on myself and typically include my own before and after photos (as well as showing my eyelids in person) to prospective patients coming to me for this option. From your photos, your brows are in good position but you do appear to have excess skin of the upper lid. This can be corrected through blepharoplasty surgery and can be accomplished with local anesthesia. Botox and fillers would not be helpful. Best wishes to you as you pursue your treatment.
