After a punch hole biopsy (it's been about 4 months), is it normal for a freckle to begin coming back?

I got a punch hole biopsy done June 1, 2015 to remove a suspicious freckle/mole. It was one I'd had my whole life but had recently changed a lot. When a month had gone by without hearing anything I followed up with my doctors office and they said there were no abnormal results. Now it has been 4.5 months since and I just noticed what looks to be a freckle coming back. I would like to know if this can be considered normal or not? I've attached pictures.
