i had epicanthoplasty 2 years ago but the inner eyelids are still swollen whereas for the outer eyelids, the swelling has gone done over a year ago. is this normal and still part of the healing process or will i need revision if i want even eyelids. the area near the corner of my eyes are obviously more swollen than my outer eyelids.

In order to lower your eyelid crease, you absolutely cannot remove skin. You absolutely do need a second lower incision with wide release of the scar of the first higher incision, and even then the chances of the new lower incision becoming your crease are not fully guaranteed.
First of all, we recommend doing the revision surgery at least 6 months after the previous surgery. Even if you cannot see the major swelling sensation, it will be subsided til 6 months. Normally it will be tightened a little after the surgery, so better to wait for a few months and let's see...
