The electrodessication usually works for this, but the setting may need to be adjusted to be more aggressive. The IPL (intense pulse light) "laser" will also work for this spot.

The bump could be a mole, cyst, enlarged gland, etc., so an in-person examination needs to be done. If the bump returns after superficial treatment, then likely there is a deeper component and surgically removing the bump will ensure complete removal.
