Permanent Black Eye - can this be removed with laser? (Photo)

I’ve had a permanent black eye on my right eye for as long as I can remember, I am seeing it in photos at least 9 years ago. I had a primary rhinoplasty 14 years ago and I am wondering if laser can remove this.
