Will Chest Exercises Help to Correct Breast Deflation Years After Augmentation?

I got submuscular silicone implants in 2018 after having two kids. I have never had much fat on my upper body, and even less breast tissue, so the implants filled my breasts out very well, giving me actual volume where there were just sad saggy deflated balloons before. My left breast always seemed to hang a little bit lower and seemed a little flatter than the right, but I was told I wasn't a candidate for a lift. In 2022 I had twins and boy did my boobs take a beating. They're hanging a little lower than they did, but not sagging. What bothers me most is that the volume in the top of my breasts is greatly diminished. I went to a couple consultations with plastic surgeons, one of whom did my original augmentation, and they said I'm still not a candidate for a lift, and that a fat transfer would not work because the fat would just die due to lack of blood flow. They said that the only way I could regain volume would be to replace my implants with larger ones, but I really don't want to do that. I already have D's. That's quite large enough, thank you. My question is whether I could fix the position and lack of volume by building my chest muscles. When I got them done I was under the impression that I should never do chest exercises again, so I haven't worked my pecs for over 7 years! When I lightly flex my pecs my breasts look exactly how I want them. Will building up my atrophied chest muscles fix this problem or could it make it worse?
