I would recommend a mini facelift combined with an upper lip lift. These procedures will help lift the descended tissue, restore facial balance and soften the perioral area.Non-surgical treatments may give minor improvement, but they won’t fully correct the underlying structural changes in your case.

Though you posted many photos, the majority are out of focus or not done in a fashion that can be easily deciphered.
