Is there a type of surgery that could make my jaw more forward than downward? Would it make my face shorter?

Hi, I've read many things on the internet about the difference between forward and down turned jaws. My face is very long and I think part of it has to do with the fact that my jaw is grown more downward than forward like it's supposed to. My chin is also very receded, and causes my cheeks so looks very chubby. Is there any type of of surgery that could be done to make my jaw more forward than downward? Would it make my face shorter? Any suggestions will help!
