You can go ahead and have your rhinoplasty. Bell's palsy is due to a virus that causes swelling of the facial nerve.

It is certainly acceptable undergo rhinoplasty after a Bell's palsy episode. Also important to make sure that  any nasal obstruction is addressed  on the paralyzed side of the nose  due to paralysis of the nasal muscles on the affected side  that  work to dilate the nostrils on inspiration.
