Would love your opinion on what to prioritize for a prettier/softer face (Photo)

Hello! Thank you for your question. As far as I can see from your photo your nose tip is droopy and bulbous. Also you have extra skin above your eyes and your brow corners are downward. For get rid of this image and gain more soft, feminine looking I recommend you revision rhinoplasty, upper eyelid blepharoplasty and endoscopic brow lift. Sorry, but I disagree with most of what you presented. I don't see a "minor" rhinoplasty revision. Especially if you want a more "feminine" face, your nose could stand a significant elevation of the tip, along with a small deprojection. That's never a minor job, and having an attempt at a minor change, and having the change be too small to meet your expectations, will make the third operation much more difficult.
How *much* to elevate the tip, or deproject the nose, or make other changes? We figure that out with morphs, well before surgery. I'd love for you to see some excellent professionally-designed morphs of what could possibly be done with your nose. Morphs could also help you identify better just what's bothering you, and help you set a goal for the rhinoplasty that's accurate for your tastes. Profile and three-quarter views would be particularly important in morphing your nose. (Side note: in my opinion, morphs should really be done by the surgeon, or he should direct an assistant as she makes the morphs. Morphs should be made with a constant eye to what actually *can* be done in surgery, for that particular nose, and the surgeon has that information and judgment best.)
Then, I just don't see the rest. I think you have a fabulously feminine face, and the suggested changes are mostly either not possible or too difficult. Sure, you could get some lip filler, but I don't see the need, and for sure get some filler that wears off, so if you don't like it you can get back to where you were. Also, filler can be put in your nasolabial folds, but they're very small and natural-looking right now, and the filler won't fill them all in anyway, and filling them all in will make your face look unnatural, but it's still okay to try *as long as* it's a temporary filler.
We don't have a technique that will "smooth" your forehead. I bet every plastic surgeon you talk to will offer you something to accomplish it, though.
And making the jaw smaller is major major surgery with major complications and it's almost impossible that you'd like the results. You have a strong-ish chin from the profile view, and that's not un-feminine, and from the frontal view, you have a nice short vertical length from the line where your lips meet down to the bottom of the chin: that's a very nice and classic feminine look.
Phew! That's my 2 cents. Maybe more like 4 cents!

Since "Beauty" is in the eyes of the beholder, my thoughts are purely limited to my own biases and criteria! I agree that nasal surgery to straighten, reduce and slightly rotate upward your nose will help in feminization. I think a pre-maxillary augmentation will also help. Additionally, a foreheadplasty and volumization of the lips might also be considered. I am not convinced that you need to change your jaw.

Everything on your list is attainable, just start slowly and conservatively. You are young and attractive, and this is a marathon, not a sprint. As for surgery, rhinoplasty revision is very reasonable. Some deep pyriform and cheek fat grafting (or filler) would soften your nasolabial folds and help diminish the dark circles, and bring your midface more into balance with the rest of your face.

As for your jaw, you should be seen in person to see if you have masseter hypertrophy (it looks like you might)--if you do, masseter botox would be the first step to soften your jawline. Lip filler is reasonable as well. As for your brow and forehead, I would be curious what you mean exactly or what your goals are. Hope this helps!
