An electrologist removed a large part of my brows without my permission. It's been 10 months since then and I've had sparse regrowth and continuing bald areas using Retin-A on the area nightly to try to stimulate hair growth. Doctors here say Latisse only works on undamaged follicles. Do eyebrows contain dormant follicles that have never produced hair on me but could be woken up with something like Latisse? Or should I use Rogaine first to stimulate follicles and then Latisse?

Although there are not studies evaluating the use of electrolysis around areas with previous filler use, it should pose no problem. The level of treatment for electrolysis is much more superficial than the typical depper application of fillers.
Some people who have pitted scars after electrolysis see improvement over a year after the procedure. Depending on how noticable the scars are, and how deep, there are a few techniques to improve them. Usually laser resurfacing doesn't help enough if it is one ablative laser (carbon dioxide)....
