How to remove old scars from legs by mosquito bites? (photo)

I live in a tropical country and when I was a kid, i scratch a lot of my mosquito bites. I believe that's the cause of the horrible scars on my legs. Because of these, i have to wear pants all the time. I really want to wear dresses so i'm looking for the best way to remove them. Please help.
