Reducing calves size by partial muscle removing?

Hello! I am 5' and I am 106lb but my arms and my legs look too out of proportion. My calves are 14" each and I feel so uncomfortable with that. I also have long torso and short legs.I have been doing some research about how to reduce calves size and I come to conclusion with my calves that only partial muscle removal will help me.How much does it cost to reduce calves by removing partial muscles.& how many inches can it minimum and maximum reduce. Also how long will it take to completely heal?
