Without proper x-rays and without doing a clinical exam, it is very difficult to tell the source of your periodontal problem. The photograph attached, though slightly blurry shows gingival inflammation or gingivitis. Any treatment for your condition should begin witha deep periodontal scaling. Next I would evaluate the muscle attachment from the lower lip to the gingiva. This muscle attachment could be the source of your problem and if it is, a frenectomy should be performed.
