Hi Noah, I'd suggest holding off on doing anything permanent at this point.  Your hairline may change over the next number of years such that any procedures done now may become less desirable later on.  Hope this helps you.  

at this age it is highly advisable to wait.  The hairline will likely change and recede posteriorly somewhat so the scar from hairline lowering would be obvious.  Hair transplantation would be advised against for the same reason.  

At your age it would be highly advised to wait.  There are techniques to lower the hairline.  This can be done by surgically removing skin at the front of the hairline.  This can also raise the brows which in a male at your age would not be recommended.  It is also fairly invasive.  Hair transplantation techniques can also be used and would be the recommendation.  The problem is that at your age it would be difficult to determine where your hairline is going to end up.  If there is any history of baldness or receding hair in the family and hair grafting is performed, you may lose the hair above the grafts as you age.  This would leave a very awkward look with a hairline, then a receding area, and then the rest of your hair.  This could also use up a donor supply of hair that may be needed in the future when your hair loss pattern is more apparent.  If the hair is thinning there are options regarding medications that may be considered which work in many but not all people.
