i am 19 when i mastrubate after 2/3 day's melasma again appears on my face what can i do. is its cause of mastrubation please help???

I suggest a biopsy to confirm but yes it looks like rosacea and i would likely treat you with pulsed dye laser and treat with isotretinoin.  See a cosmetic dermatologist with experience in difficult facial cosmetic rashes.  Best, Dr. Emer.

Generally speaking, as long as your diabetes is in control and you are in good physical health otherwise, you should be able to reap the benefits of a laser resurfacing procedure. Your diabetes should not interfere with your ability to have the treatment done, or make the treatment any less...
