Thank you for posting the great photos for us to evaluate. Your brow position is definitely low and you also have excess soft tissue in the eyelids. Quite frankly, you probably would benefit from BOTH a brow lift and an upper blepharoplasty, but if you wanted to be more conservative, I would recommend a brow lift to start. You can always add an upper blepharoplasty later. Stay away from thread lifts. They are very short term "fixes", if you can even call it a fix. It will end up being a waste of your money.
