That’s a remnant of skin left over from the breast lift. Unfortunately removing it requires skin excision and therefore a scar where you wouldn’t want it

You just have some stretched out skin from the size of your breasts, I would not suggest another lift unless you really need this. Your photos did not show your whole breasts. You could try radiofrequency with micro-needling to skin if you can improve the skin in that area.
