I was bit on my lip by a dog when I was around 5 years old. I was rushed to the doctor and they sowed it up. Over the years, my lips got thicker and fuller but the point after my scar has gotten more uneven with the rest of the upper lip. I can also feel "extra lip" with my tongue on the uneven side. What I imagine is a surgery that would just pull the even part of my lip up to be even with the rest. Anyway, what can be done?

Lip reconstruction surgery is performed under local anesthesia in an office setting. A plan would be developed based on your goals for your outcome. It is very common to experience swelling after any lip procedure.
I believe to achieve the results you desire, you would need an excision of the tendon producing the two creases. I would perform a wedge excision, including the lower lip vermillion. I do not think it can be treated by a more conservative treatment.
The photo is a little dark to see exactly what is going on. Have you been injured on the lip? How long have you noticed it?A non-surgical repair would include using injectable filler in the small side and that would increase the size of your lower lip.
