I had a abdominoplasty with umbilical float. The belly button is unnaturally low and looks weird. Can it be floated back up either by going thru old, low abdominal incision or by laproscopic incisions near the umbilicus?

Your belly button is too large and very visible. You will need an elliptical incision to vertically oriented and the umbilicus sutured down to the base of the original umbilicus to hide the scar deep in the concavity of the umbilicus.

Yes, belly buttons can be removed, but before making that decision, it is important to understand the reason. Is it causing you any pain, any issues with hygiene, any skin symptoms, is it associated with a hernia??? I recommend you are evaluated by a board certified plastic surgeon who can...
You would benefit more from an abdominoplasty than an umbilicoplasty. It appears you have too much excess skin that extends laterally beyond the area of the umbilicus.
