I've had a 2 inch bald spot for over 6 years now & the bald spot has never filled in. Is it too late to regrow natural hair?

I just want to know if i've had the spot for 6 + is it too late to reactivate the follicles. im turning 25 in 2 months. I have not had any other issues with my hair. i haven't done anything to the spot to revive it, i just leave it alone. because so much time has passed, should i accept that this is completely permanent?
