Is it possible to debulck the upper lip so that it won't be as protruding?

From the picture that you posted, I do see anything that would require debulking.  Had you had fillers, hyaluronidase could have been injected to melt some of the filler.  But if you had fat injected, removing in a minimally damaging way is difficult.  Your lips look too good to try to mess with it.

When we look at your lips, we wonder what you see that we are missing. You have beautiful lips and although they may be weird to you, they look lovely and I would tell you to leave them be and to not have any further procedures that could easily make things much worse.
