My upper lip is not symmetrical, and it causes me to look as though I am smirking all of the time. What is the best way to correct this asymmetry? What procedure would I need to improve the aesthetics of my upper lip?

You would benefit from an eccentric lip lift. This does 4 things: shortens the distance between your nose and upper lip, increases the mucosa of the upper lip, increases the incisor show and pulls up the corners. This takes 1 hour to perform under local anesthesia and costs $4,000.

Your "smirking" expression is mainly a function of your inter-labial commissure shape (a frown), rather than asymmetry.  Correcting that usually involves both upper and lower lip changes.  Every patient and situation individualized, a skilled experienced plastic surgeon with compassion and excellent aesthetic sense who will work with you on it is recommended.

You have to live with it and accept your face is asymmetrical, like happens to all of us humans.

However, your lips are subject to some enhancements I recommend:
-corner lip lift, pennant lift, etc, to create better looking corners of the mouth
-a conservative (small) autologous lip augmentation, without injected fillers, only your own collagen taken from the dermal layer of the skin (donor site a previous scar or the groin)
