Is This Normal Procedure for Extended Bikini Laser Hair Removal?

I paid 100 extra to have extended laser hair removal on my bikini area rather than just basic bikini.During the lasering the techician didn't tell me to take my underwear off, rather she just pulled them down a bit.She lasered the area around the landing strip and inside the legs BUT didn't laser around the vaginal lips(hair grows there too,when shaving i have to extend them to get the hair from the side veering on the inside).She left the butt?I though it was meant to be done.
