In theory, if muscle is lost or resected from the forehead, could a free muscle transfer with flaps be used to restore it? What muscles could be restored using this technique? Frontais, corrugator?

I recommend you botox treatment. However it is a temporary solution. If you would rather something permanent you can get a browlift. There are some types of browlift which will be very suitable for your case.
Unfortunately, there is no replacement for functional muscles in the forehead. If there is a need for shape correction (which is not visible in your photos), fillers and/or fat grafts may be considered. Hope this helps.
