I have plates and screws in my cheeks/chin. Can I use home devices laser/red light devices?

You should be able to use an at-home LED device with no issue. The at-home devices, as well as in-office LED treatments, are a safe way to combat fine lines and wrinkles. If you still have concerns about the at-home device and your plates, I recommend speaking with your doctor. Thanks!
