Age 26 male issue is hanging stomach and pubic fat pad will laser lipo be enough to address the issue or will I need a tummy tuck and pubic lift

based on your photos, you look like a good candidate for a TT. Full tummy tuck should tighten your abdominal muscles and remove the excess skin. Flanks liposuction would give you a better shape. I would suggest you to consult a board-certified plastic surgeon because only after a thorough examination you will get more information and recommendations.

Yes- laser liposuction will address stomach and public fat. It will also tighten skin.

Liposuction will remove fat under the skin which is pinchable - it will not remove internal fat, deep inside the belly which you do not appear to have.

An exam and consultation with a plastic surgeon who performs these procedures is recommended to confirm you are a candidate as well as discuss your options and expectations.

Vaser lipo It is a procedure that could help you improve the accumulations of fat in your abdomen and pubic area. Less pain, less inflammation and less bleeding.
In your photos I see a belly that gives an appearance of greater intra-abdominal fat. If this is your case, with lipo, be it vaser or conventional, you will not be able to solve your problem.

In the photographs it appears that you may have a lot of visceral fat which is causing the protruding  of your abdomen. It also appears that you may have some extra fat in the flank/love handle area. External laser Treatments are not going to reduce the fat to the extent you desire. You need to be evaluated by a plastic surgeon to determine if liposuction is right for you. Is liposuction enough?
Sometimes liposuction is enough, and sometimes you need additional skin tightening technologies like Renuvion jplasma or even skin removal.
A younger person, with healthy skin void of stretch marks tends to get away with less invasive treatments for great results.

From your photos, I note significant fullness of the abdomen with minimal fullness of the flanks. There is no hanging pannus.
Abdominal fullness may be due to superficial fat accumulation between skin and muscle or deep (visceral) fat accumulation around your internal organs. The former can be laser liposuctioned. The latter requires a regimen of diet and exercise. A physical examination is required to differentiate.
Visit a board certified plastic surgeon for evaluation and discussion.
