Personal history: I had a DST operation 7 years ago, but one of my creases began fading. I have very thick, puffy eyelids, and was suggested to do the incisional method this time. Fast forward to now, 6 months later: the crease NEVER formed at the lateral side of both eyes. The crease followed the incision line only for the first half because the second half went super high! According to my surgeon, the incision line is only to reconnect the skin, not where the crease should fold? Is this true?

A picture of both eyes and eyebrows would help because brow position always affects upper eyelid appearance. Your lateral brows look a bit low, in which case a lateral or temporal browlift may improve the show of the outer half of the upper eyelid.
Although an in-person exam would be necessary to provide a definitive answer, based on the photo you have provided it does appear you would be a suitable candidate for upper blepharoplasty with ptosis repair. It's possible to give you a crease that is defined and more symmetric with upper eyelid...
