It feels like my midface is way heavier than my lower face which feels very recessed. I'm not sure how bad it is. I'm planning to get braces just to straighten my teeth as they're crooked, but my bite is okay with a very slight overbite. What would give me the best results? A genioplasty? Chin wing? Jaw surgery?

As you just your jaw forward you are compensating for a very short lower chin/jaw development. The best way to ge over this compensatory habit is with a sliding genioplasty which can bring your chin forward at least 12 to 14mm to bring it more into alignment with your lower lip projection.
