You have not provided any photographs or state your height or weight. However, you describe yourself as petite and small build. If you pinch your skin at your waist, you can determine how thick your fat is. If you want to be reduced about 2 to 3 inches, you must have 2 to 3 inches of fat that can be liposucted. However, surgeons cannot liposuct all the fat out because the skin would adhese to the underlying fascia. The other alternative is an abdominoplasty. An abdominoplasty requires an incision and tightens your underlying fascia in the midline, both flanks and augmented by placing mesh to create a belt like constriction. Certainly, it is possible to provide 2 to 3 inch reduction by the combination of liposuction and abdominoplasty with mesh reinforcement.
Best of Luck,
