Will my breasts continue to grow and fill out (I am 16)?

You should discuss your concerns with your parents and your GP.  You may benefit from seeing a PS in your area to see if you do have tuberous breasts.

You are too young to consider breast surgery and need to wait a few more years to determine how your breasts will develop.  Don't even dwell on it at this stage of your life!

thanks so much for your question. I'm sorry that you are dissatisfied with your current breast shape. In terms of growth, there is no way to know for certain but you might be done at this point. It's possible to still have development for another year but 16 is the average age when most women finish with breast development. 

If your breasts have not grown since you are 12, it is unlikely that they will grow any further. With your parent's permission you may want to consider seeing a plastic surgeon.  Most will likely make you wait until you are 18 unless you have a severe deformity.

It is difficult to predict how your breasts will grow as you develop. Typically with puberty your breasts will begin to enlarge and changes can occur with time, weight fluctuations, birth control, etc. I think you are wise to not consider breast surgery at this time allowing a few years to pass will allow you to see where you will end up. Although your question is an  understandable one, no one will be able to predict what will happen over the course of the next 2 to 3 years. The only accurate answer to your question is: “only time will tell”. If, several years down the line, you remain displeased with the size/shape of your breasts, seek consultation with board certified plastic surgeons who can demonstrate significant experience helping patients in your situation.
