Thanks for your question! If is difficult to answer without seeing photos/examining you. Speaking in broad terms, a scarless breast lift is best for women with smaller breasts (A and B cups). Radiofrequency skin tightening is a great way to tighten the skin of the breast, the "breast envelope." Make sure you consult with a board certified plastic surgeon and discuss:

If you want to regain fullness, implants can be placed. A lift may or may not be necessary depending upon anatomy. Find a plastic surgeon with ELITE credentials who performs hundreds of breast lifts each year. I am sorry but I am unaware of any breast rejuvenation options for the symptoms you describe that could be achieved without surgery.  Surgical procedures that could be considered would be a breast lift, breast lift/augmentation, or an augmentation alone.  Best of luck.
