I had 3mm removed from my upper lip. Can I gain it back by stretching it? How often and how long should I stretch it?

I had 3mm removed from upper lip. Can I gain back at least by stretching it? How often do I stretch it, how long? How long before I see results? For example pull down on my upper lip for how long a day to gain 1.5 mm back. Is this possible?
