I have a green vein under my left eye - Would sclerotherapy help me? (photos)

I have a green vein under my left eye which has been there since I was a child. I'm a 20 yr old woman, and have very pale skin and very noticeable eyebags, although I am okay with them because they're genetic and I know a bigger procedure would be necessary. But is there anything I can do about this vein?
