Best way to treat tear trough in someone prone to lower eyelid edema?

I have very sunken tear troughs. I retain a lot of water on my under eyes, I wake up with eyebags in the morning, they disappear most days as the day go by. I get eyebags by drinking alcohol, eating salty foods etc. I asked a cosmetic doctor and she told me I am not a good candidate for tear through fillers I have so much water retention. Which is he best way to treat tear through in people prone to periorbital edema like me?
