Fillers are used often for the under eye area but not usually above the eyes. A neuromodulator such as Dysport, Botox, or Xeomin can be used to raise your brows. The shape of your eyes will not change but clients often report a more wide-eyed look when brows and lids lift slightly. Hope this helps with your decision!
Fillers around the eyes are mainly used to correct tear trough deformities and to address upper eyelid and eyebrow volume loss. Neuromodulators like Botox and Dysport can be used to raise the eyebrows and to reduce lines around the eyes (i.e. frown lines). Neither will change the shape of the eyes.

Fillers do not reliably and permanently change eyelid position. What you are describing is lower eyelid retraction surgery with canthoplasty and possibly lateral brow lift. Best to have personal consultation to determine.
J-plasma is a skin tightening procedure. While I do not have experience with this device, I do not believe it would work for nasolabial folds. Fillers are my go to treatment for nasolabial folds.
