What is this blood vessel? How can I treat it? Is treatment permanent? (Photo)

Looking to fix this blood vessel with some kind of laser. Is this a broken capillary? What is the best laser to remove it? Is removal with laser permanent, or will I have to repeat the procedure in another couple of years? I’ve had my nose done (rhinoplasty) so I need a laser which will be gentle enough on my nose
