I would suggest that the first line treatment would be to address the macular amyloidosis, which is often with appropriate topical corticosteroids. Once this treatment is optimized, then of any laser, I would suggest a Q-switched laser for pigmentation as the best option to deal with the hyper-pigmentation. Definitely seek treatment from a board-certified dermatologist.
