What causes nasal valves to collapse after septoplasty and what options do I have to correct this?

I had rhinoplasty 10 years ago with Dr. 1. A year ago, I had septoplasty with Dr. 2, but my symptoms remain the same. Dr. 2 told me nasal valve was collapsed and suggested surgery. He also pointed the finger at Dr. 1. I cannot afford a 3rd surgery and don't know what to do.
