I had a revision rhinoplasty done a month ago and i discovered i have a perforated septum im the back part of the septum. Would a septoplasty help fix this problem? I heard whistling 48 hrs after having the splints removed but thought it was just from the swelling or nasal obstruction but i had a big booger come out the other day and saw some blood clots in it and did a some investgating with a light and saw the light through the other nostril

How long ago did you have your surgery? Some slight asymmetries may be present and some discomfort is not unusual early in the healing period, these issues tend to resolve with time. If it's been closer to a year, then consider a revision to that left side which typically involves a refixation...
Insurance companies often cover septoplasty. The maxillofacial surgery part might be covered but insurance companies are inconsistent on this. Your need to go to a maxillofacial surgeon and see if it can get authorized
The first thing that I would recommend is that you see an ENT doctor who specializes in sinus issues known as a rhinologist. That physician will spend time to determine whether or not you have sinusitis and whether or not it's truly chronic. There's a lot more to know before one could answer...
