I want to tighten my neck/under the chin area. I have filler in my horizontal neck lines, although it’s wearing off a little now. If a thread lift is not the best option, what else’s should I consider? I’m reluctant to do a full neck lift at this time if I can get away with something less invasive.

Tread lift is a poor solution for neck lifting. Considering amount of loose skin and significant platysma

Considering moderate skin laxity of your neck and platysma muscle bands, your options should be procedures with neck skin excision and platysma muscle tightening, platysmoplasty. In person consultation with a board certified plastic surgeon with good reputation i face/neck lifts is recommended. good luck.

For minimal neck laxity, you might wish to consider a nonsurgical HA filler necklift. This usually entails skillful injection of an appropriately robust HA filler in certain regions of the posterior neck in order to provide the necessary lift and traction to tighten the front of the neck. 
Threadlifts carry a significant risk for the development of skin dimpling, infection and thread extrusion, which is why I gave up performing them many years ago.  The use of other relatively expensive approaches, such as fraxel lasers, RF and ultrasound devices unfortunately are backed far more by marketing hype and social media buzz than hard science. So, "buyer beware" when considering these.
You would be wise to consult with a board certified cosmetic dermatologist filler expert. Hope this helps and best of luck.

Nothing is going to fix your jawline/neck problem other than a lower face/neck lift which is easy to undergo and done safely under local with a little iv sedation for complete comfort.  You would look amazing and so natural looking

Based on your post photos, my recommendation would be a combination of either factor graft or draw line OSHA fillers with Endo lift laser of the jawline under chin fee $8000-$12,000. Best of virtual consult with.
I do not recommend threading or thread lifts since their longevity is less than 2-3 months
