Breast implants do not cause systemic effects, whether they be a rash on the chest or any of the dozens of symptoms associated with the phenomenon previously known as breast implant illness. Regardless of your rash, you should have a high resolution ultrasound of your breasts by your surgeon to determine that they are intact, as they are twelve years old. That is just a public service announcement and not related to your rash.
Your rash should be examined and treated by a dermatologist. I would suggest getting a mammogram or ultrasound to check your implants if they are gel and have not been checked in over 2 years. Saline implants will deflate and be very obvious.
